I'm looking for a proposal for the design and development of a Document Management Software (DMS). It will be hosted in the cloud server (GCP) and be accessible by authorized users online to access shared information. DMS must have an ORC that will read all the contents of PDF files and store metadata for easy search and retrieval of documents. Each document and users will have different access levels. A demo DMS will be an ideal showcase.

Can do this with PHP?
