Website live for two years zero customers from Google what's going wrong

Just going to be straight because ive been going round in circles on this for ages.
Im a small business owner in Bristol, website has been live for two years. Google acts like it doesnt exist. Someone told me this week that my SEO is the problem, and I did that awkward nod thing like i understood, but then i went home and googled it and i came out more confused than before. Is SEO really that complicated as everyone makes it sound, or am i just massively overthinking it. Like is it mainly about the words on your pages or is there loads of invisible technical stuff that matters just as much, maybe even more. Someone suggested finding an SEO agency Bristol based rather than one of those big national companies. The reasoning was that a local seo specialist bristol side would understand Bristol customers and the local competition properly. So does going local genuinely make a difference to results, or is it just a nice idea people say. Also honestly, how do you even know if an agency is doing real work, versus just sending you confusing reports every month and hoping you dont ask too many questions. Anyone been through this as a small Bristol business owner and actually figured it out. What do you wish you had known before starting.
