Tools for complex css animation

Any one can suggest good tools or good methodology for develop complex css animation.
As a example I am attaching a image I want to animated this type of image contain images parts as my wish. Basically like video intro but it should be interactive

For keyframe animation any tool. my concern is any best tools for key frame animation. If we are writing it will take long time...
